You can buy heated socks Firebird and just wear your wellies
Google heated socks all sorts of stuff available

How about army extreme cold weather boots? Not too expensive.

Has to be "muck boots" my feet have never felt cold wearing them..at about £80 ..well invested money for the winter angler!

Sealskins socks will your feet nice and dry and warm in both leather walking type boots and Wellington boots.Not cheap at £25 but I have had two pairs that I have been using for nearly 10 years.
