They made that as a design to prevent line getting in behind overfilled spools.

Probably at the behest of match anglers, seen quite a few of them. The best way round
the original problem was simply to put only about 30 / 40 yards of line on.

I have seen them before "not that unusual" and over the years have had a few the same. I think if I remember correctly it was the transition spool between the all metal magnesium spool and the plastic chenille more common spools used still today.
Again it was an attempt to avoid the line bridging the gap and tangling around the bell spring or the going backwards around the brass lugs

I have a couple and believe Match Aerial is correct. The plastic breaks down with use it seems.

That spool came out around 1974 when the label was shown on the box in red & white print, better known as a "Match Line Spool" it came with an aluminum spool already on the reel, the white plastic chenille was of poor quality and can also be found on the 1973 version of the Abu Cardinal 44 Express match type spool.

This is the 506 with box, tools, and spare spool, this was the later squat box and not the tall thin cardboard box with a polystyrene insert, both came with the NEW sticker on them announcing the new spool.

This is the Cardinal 44 Express match type spool with the same sort of plastic chenille, does not fit the match spool on the 506
