What is it and what's wrong with it??

I bought this cheaply as a doer upper on eBay. But now it has arrived I'm not sure what to make of it at all really.

The first point of puzzlement is guide which is very low down the blank.

Then there is the reel bands. The bottom one looks like it is from a fly rod, but it moves up and down the handle. Have I accidentally bought a fly rod? I thought maybe I but the rings aren't like those snake rings. The seller himself has confused - describing it as a fly / coarse rod.

Another problem is that when the tip section is bent it bends so far down the blank and then it kind of twists. Is this a sign of delamination or something more serious?

Many people add a ring nearer the cork to aid pulling two fingers of line to cast with a pin so you don't have to reach too far.

Could it be that?

As Luga00 says ... and back in days of yore the centrepin reel was used, in certain styles, much nearer to the butt that in is these days ... as can be seen in this picture from "Casting. The Text Book of Fishing Casts" by Terry Thomas (not THAT one) (pub. George Allen and Unwin Ltd. 1960) :-

I seem to recall an extra eye being added near the handle when pins were used with the line coming off the top.

Hemp fishers often fitted a butt ring close to the handle to speed up the strike (the line between reel and ring being held in the free hand).

It also occurs to me that if the rod has acquired a sort of spiral set, that could have been caused by someone legering with it.
The twisting moment of high stand-off rings used at right-angles to the (intended) plane of bending can do nasty things to thin built cane.

If it was cheap to start with, I would have a go at straightening the tip. Do it a little bit at a time. Secure the rod ferrule and apply heat keeping it moving, try to "untwist" it a bit at a time. You aren't going to know if it is going to be fishable until you try it.
