It's idiosyncratic, eccentric, and quirky ... but then so am I, so I couldn't resist what appears to be an unused and delightfully 'Heath Robinson' bit of mid-20th. century angling gadgetry !!!

That's a weird one, never seen one of those before. If you have a lack of bites it looks like it could turn into a sundial and tell you the time if the sun decides to shine on the righteous.... which I am sure you are.

A sort of butt swingtip type thing? Target boards were used with both swing and quiver tips, arc on one side and vertical lines on the other.
