Many thanks for all the comments.
I am sure you are correct in that there should be a baiting needle in the slots.
I will have to look for one at either Romsey or Redditch.
It would still be interesting to know what other items came originally with the box and I was wondering if anyone had a Milwards catalogue which may describe it, although I am not sure in which years the box was available.
Anyway thanks again for all your assistance.

nice looking tin and contents now all you need is a millward pike master rod to go with it

Thanks again. The tin Black Prince metioned was described as Milwards Bartleet. Now I know the reason.
