That looks to me like an 'apprentice' reel that has been restored and painted (or possibly anodised). It's a design that has the great virtue of simplicity. Less is more.

It is definitely anodised, I have another that is identical apart from it having a "spitfire" finish and mock amber horn handles and check button. "Wal" has several from the same maker they are very well made but so far the maker remains unidentified!

Lea Dweller, apologies I got mixed up and meant to write there isn't a lever ratchet. To illustrate the issues with a project like this I would only be interested if the reel had a lever ratchet. I do agree it's a handsome looking reel and I'd buy it. I suspect rather easier to make than a Speedia given its inherent simplicity. But therein lies the rub, from talking about a replica Speedia we're now onto another design altogether…

That's fine Beresford, I agree that the thread started with a replica Speedia and got side tracked into something else. I do suspect that the work required to put a speedia type reel together would be very costly. I personally prefer a solid arbour, but then I guess if you deviate too much from the original pattern it wouldn't look like a speedia, so would defeat the object!

The solid arbour seems to be an acceptable option to many including myself.

I'd say a resounding lack of interest has sealed its demise. Not at all surprising given the potential costs. I'd say if anybody wants to buy a fancy Speedia that they do a deal with Pikefisher on ebay or buy a less fancy example to use.
