Straightening a steel centered rod, is it possible ?

I have a Fosters of Ashbourne 9'6", 2 piece fly rod that has a steel centre according to the butt cap. The rod doesn't have a name.
The butt section is OK but the tip has a pronounced set all the way down, it droops about 3" out of true. Can I use the 'heat treatment' explained in other threads or will this (a) be a waste of time (b) damage the steel core ?

Does anyone else have a Fosters fly rod with a steel centre ?

Perhaps a word with TFF member Stephen Woolley, who used to work for Foster Brothers building rods, and now builds and repairs rods in his own business in Ashbourne, would be the best.
