Hardy conquest - Late Model - Ratchet Question

I have just acquired a late model Hardy Conquest, black 4" and was wondering if anyone knows why it has a 3 position ratchet?
The third position doesn't appear to do anything. I have looked elsewhere on the web and various people appear to be puzzled by this.
Any thoughts please?

Mike. iv just bought a Hardy Conquest 4in in Black and the 3 position ratchet lever is:

Free spool in the lower position
Ratchet in the middle position
And
Stronger ratchet in the upper position.
