It seems, on the Thames at least, that both roach and dace are starting to appear in more numbers than in recent years. Maybe it is just a natural cycle. Or someone has shot all of the black menace

I think what we are seeing is a generation of these fish that are more aware of the cormorant as a predator. Their predecessors might have lived a few years in relative ignorance of such a threat, like the Ouse barbel with otters. Therefore, when these apex predators came inland/ where re-introduced the fish were easy targets. The new generation have grown up aware of these threats and hopefully will be more adept at avoiding them, thus greater numbers in our rivers.
