I think it is a tackle releaser?

Salmon/lure anglers used them to free snagged Devons, spoons & lures.

Otters were usually buoyant - I think. Put onto the line to pull the stuck item in the opposite direction. A bit before my time though and spinners no longer cost a weeks wages!

I think it is a lanyard for carrying trout or salmon or perhaps game birds. The cords loop through the gills and around the fish and the middle bit (metal?) is the carrying handle.

Alternatively, the cord half hitches around the pheasants neck, one or more in each loop, then over the shoulder.

Looks like a ruler to me
Chance is always powerful. Let your hook be always cast; in the pool where you least expect it, there will be a fish

What is the central “bit” made from ? On looking it seems to be a pebble or perhaps a bit of horn, with holes drilled in either end, which seems a lot of work to form a handle of sorts, at two inches long it seems a bit short for a handle.

Just had a brain melt, with the current coronovirus rules and us wearing masks with elastic loops, it occurred to me that just perhaps, and this is a wild guess :Chuckle: it could be for placing over the top of your head, obviously when you are wearing a hat, and the end loops go around and under your ears , it stops your hat blowing off !.
