Not all but most cane rods are a bit over the stated size and most 10ft carp and avon rods measure 10ft 2ins.
I have had some 10ft 6 ins rods which measure up to 10ft 8ins and 11ft float rods which measure up to 11ft 3ins.
I find the blanks themselves would measure the stated length if laid end to end and the extra length is a combination of the tip ring overhang, the butt cap and button (if fitted) and the gap in the ferrules to stop them bottoming out.

I suspect the odd extra inch comes from ferrules not going on quite as far as they should ...add that up over four ferrules and counters for a three section rod......
