Good guess, but no. It is a "coil horn" for looping line onto before you cast, as recommended by Hi Regan.
Mr. George Loudon, of Mayo, was, I believe, its inventor, and it certainly deserves consideration if only in recognition of one of the finest anglers who ever wet a line. He employed it only in salmon-fishing, but it is equally useful to trout or pike-fishers.
The illustration explains the contrivance, which should be strapped over the left sleeve of the fishing - jacket. From experience, I can vouch that it requires little practice to give out off the coils with perfect precision by throwing forward the left hand deftly when using a single-handed rod, or by bending out the wrist a little when both hands are employed with a “double- hander.”

Alfred Jardine must have had a big house to store all those dead pike in, I am so glad that for the vast majority of anglers today a photograph is all that is required of that memorable fish.

Highlights of 1895: The Bambridge Saga.
Bambridge claimed - without evidence - that Nottingham reels were invented in Eton. Henry Coxon quickly set him right with a History of the Nottingham Wooden Winch.
Bambridge also argued with (editor) Marston about fly-tying over several weeks, the pugnacious Bambridge taking it so seriously he virtually offered to fight about it.
