I have just seen a photo of a Speedia which appears to have a small grooved wheel built into the edge of the drum about an inch from the ratchet lever.
Can anyone tell me what this is and what it is for?

This is a brake, fitted on the backplate, which along with the smaller grooved wheel in the drum also acts as brake!

It's to give you a variable strength check, 3 settings if memory serves

This is the Speedia Deluxe version, and as has been said, it is a check adjuster for three differing strengths - an adjustable check if you like.
