It looks like Moley's suggestion may be right. Recently I spotted this on the Canal & Rivers Trust website. After comparing the picture in the article with my picture I'm now fairly convinced that the picture I have is of R B Marston.

The angler in your image has a similar moustache and glasses but appears significantly shorter than R. B. Marston.

The close season is an important and interesting time for the Angler who set out to catch big fish. It is a timely opportunity for him to make new tackle or renovate old. There are no end of jobs to do, apart from those horrible things called Gardens!

My instant choice was pre-empted some time ago by Rutland Rod, who proposed Alf Garnett.
