Does laying on just mean float fishing with line lying on the bottom?
Is the lift method laying on?

My understanding is that laying-on is any over-depth stillwater float method with more than an inch or so between the bottom shot and hook. If the shot is a single big one placed an inch from the hook, then it's the lift method!

My understanding is that laying on involves a noticeable angle between the float and the shot, so the float is not directly above the shot. This sets the float/bob some way from the baited hook and baited area and, in some cases, can help to allay the fears of suspicious fish. This is what I mean by laying on, in any case.

I was always told that laying on was over depth fishing, where the float is not cocked by the shot. The shot required to cock the float are resting on the bottom.

Unlike the lift method the float is fished top and bottom, not bottom only

I have traditionally been a bottom fisher in moving water but would like to use these methods much more from this summer.

A diagram on page 156 of Bernard Venables' "The Angler's Companion" (Allen & Unwin, 1959) shows three variations of "Laying-on", which are captioned as follows:
LAYING ON:
A is a float leger with light tackle in still water.
B is partial laying-on.
C is complete laying-on with float well tilted.
All this really proves is that different people mean different things by the same term.

Always thought that was just a bit of artistic licence to be honest, to make it appear more dramatic.
